It is now the 21st century. NeoTokyo is a decaying civilization that is heading towards the brink of collapse. Biker gangs live for the today and don't give a damn about tomorrow. In this high strung life a night out changed the life of one person forever. While in the conflict of a gang fight, Tetsuo encounters an escapee from some secret government project and is nearly killed. He is wisked away by the military and becomes the guinea pig for the second coming of the AKIRA project. Kaneda, Tetsuo's friend, is lost in thought about what had happened to him and finds himself in the company of a mysterious protester, Kai. Her group, as it turns out, was responsible for the abduction of the escapee and is out to raid the project again.

Meanwhile, Tetsuo is feeling the effects of the experiment. The scientists have released the full fury of his mind and he is rapidly loosing himself to his new powers. The three remaining subjects from the original AKIRA project quielty try to figure out what to do about Tetsuo from their place in obscurity. While the militairy laison to the project debates the validity of the project, the scientists are blindly concerned with the experiment. Kaneda enters and unwilling alliance with the protest group in a raid to save his friend, only to find that Tetsuo has escaped on his own.

Events are exploding out of control. Riots are in the street as the military tries to regain order and capture the escaped Tetsuo. Kaneda and Kai escape in pursuit of his friend. Tetsuo is out to find the secret of AKIRA.

The final showdown is on. Kaneda is out to help his friend or kill him trying. Kai, along with the AKIRA subjects, are attempting to contain the superpowered adolescent. Tetsuo is merely brooding over the fact that all that is left of AKIRA is a collection of test tubes. As Tetsuo's powers rage out of his control, only once force can stop him. Only one person can save him. The power of Akira.
